Secondary Meter Grants

Passed in 2022, Utah Code 73-10-34 (HB242) requires that secondary water suppliers that have a pressurized secondary system install meters on all end user connections, with some exceptions. Meters must be installed by January 1, 2030.

In addition, Utah Code 73-10-34 appropriated $250 million in ARPA grants for the purchase and installation of secondary water meters. The Board of Water Resources was tasked with distributing these funds.

The final application period for ARPA fund grants closed on February 21, 2023. All $250 million have been committed at this time. There are no secondary metering grant funds available. However, the Board of Water Resources can provide loan funding to install meters that would be repaid at 1% interest over 15 years.

The requirements regarding secondary meter installation are only applicable to secondary water suppliers, NOT residential consumers.

Other Grants or Rebates

Although there are no more secondary metering grant funds available, you may find the below programs helpful. If there are additional programs you are aware of that we have not yet included, please send information to WaterWise@utah.gov.

  • Smart Controller:
    Receive up to $75 for the purchase and installation of a WaterSense labeled smart controller. Smart controllers are estimated to save an average home 15,000 gallons of water each year.
  • Toilet:
    Homes built before 1994 and with toilets that use more than 1.6 gallons per flush are eligible for up to two toilet rebates when replacing old toilets with WaterSense labeled ones. Replacing old toilets with WaterSense labeled ones is estimated to save almost 13,000 gallons of water each year.
  • Landscape Incentives:
    Incentives are available for replacing turfgrass with water-efficient landscaping. Check program availability and requirements at UtahWaterSavers.com.
  • Government Entity Smart Controllers:
    Entities are eligible to receive reimbursement of 50% of the cost of smart controllers up to $1,500. 
  • Transparent Water Billing Grant (for water providers):
    The Division of Water Resources has a three-year pilot grant program for Transparent Water Billing.
